Job Description


The Durable Solutions Technical Officer is responsible for the day-to-day implementation of the Climate-Sensitive Durable Solutions pilot project. The role supports displacement-affected and host communities to move towards sustainable, climate-resilient, durable solutions through community-led planning, coordination with authorities and partners, piloting climate-resilient services and livelihoods, and ensuring systematic learning and evidence generation.

The position will work across sectors (WASH, Shelter, Education, ICLA, Protection) and supports the integration of climate adaptation, land and tenure considerations, and meaningful community participation into durable solutions programming.


Generic Responsibilities

  • This position will be responsible for the overall field-level implementation of pilot project activities.
  • Ensure that NRC durable solutions programmes and related activities are implemented within NRC's Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
  • Adherence to NRC policies, guidance, and procedures.
  • Support NRC's commitment to integrated, climate-sensitive, and community-led programming.
  • Contribute to safe, inclusive, and accountable programming for displacement-affected and host communities.
  • Any other tasks assigned by the line manager.

Specific Responsibilities

  • Implement project activities in line with the approved log frame, workplan, MEAL plans and budget (including close follow up and raising PRs, spending plan, and procurement plan).
  • Support delivery of community-led, climate-sensitive durable solutions activities, including pilots on services and land/tenure engagement.
  • Coordinate closely with Core Competency teams (WASH, Shelter, Education, ICLA, Protection) to ensure integrated implementation internally within NRC and externally. Participate in relevant coordination forums (e.g. durable solutions working groups, protection or sector coordination meetings) as required.
  • Support implementation of climate risk assessments at the community and area level, including participatory analysis and environmental screening tools (e.g. NEAT+).
  • Support documentation of pilot evidence, lessons learned, and good practices for internal and global learning on climate-sensitive durable solutions.
  • Facilitate inclusive community consultations with IDPs and host communities, ensuring participation of women, youth, and vulnerable groups, and ensure community feedback mechanisms (CFMs) are functional and that climate- and DS-related feedback informs adaptive programming.
  • Support the development, validation, and follow-up of Community Action Plans reflecting climate risks, land and tenure issues, and community priorities.

Competencies

Competencies are important in order for the employee and the organization to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  • Technical specific knowledge from the humanitarian sector and work experience with displacement-affected communities.
  • Previous experience from working in complex and volatile contexts.
  • Documented technical competencies related to the position's responsibilities.
  • Documented results related to the position's responsibilities.
  • Knowledge of English and computer literate (MS Office).
  • Fluency in the local language is a must for this position.

Context-Related Skills, Knowledge, and Experience

  • University degree in International Development, Social Sciences, Environmental Studies, or a related field.
  • Minimum 4 years of relevant experience within the field of expertise.
  • Experience facilitating community consultations and participatory planning processes.
  • Familiarity with climate adaptation or environmental risk considerations in programming.
  • Experience in implementing durable solutions and recovery programming, and knowledge of HDP Nexus programming in the context of the Somali region.
  • Exposure to land, housing, and tenure issues in displacement contexts is an asset.
  • Willing to travel to the "hard to reach areas" covered under projects area.
  • Advanced computer skills, especially in Microsoft Word, Excel, PowerPoint, and Outlook.
