Job Summary

The BAF Program MEAL Officer coordinates and implements the monitoring, evaluation, accountability, and learning system for the Blue Ambition Fund program. Operating from Addis Ababa, the role ensures rigorous result-tracking, high-quality data management, participant feedback mechanisms, and evidence-based reporting to support project objectives in Lemi Kura Sub-City.


Key Responsibilities

  • MEAL Framework Management: Develop and implement the program MEAL plan, tools, and reporting mechanisms.
  • Database & Data Management: Manage databases for baselines, targets, outputs, and disaggregated beneficiaries; design data-collection tools and ensure strict data quality and accuracy.
  • Monitoring & Evaluation: Conduct routine monitoring visits, assess activity progress against targets, and support evaluations, surveys, and tracking of participant employment progress.
  • Accountability & Learning: Maintain accountability systems, manage participant feedback mechanisms, and document lessons learned and success stories.
  • Reporting: Prepare periodic MEAL reports for management and donors.

Educational Qualification & Experience Requirements

  • Education: Minimum BA/BSc degree in Statistics, Project Management, Business Management, Development Studies, or a related field (Master's degree preferred).
  • Experience: Minimum of 5 to 7 years of relevant professional experience, with at least 4 years specifically in NGO PMEL/MEAL roles.

Required Skills & Competencies

  • Technical Expertise: Strong expertise in MEAL frameworks, database management, and data analysis software.
  • Methodological Skills: Proficiency in both quantitative and qualitative evaluation methodologies.
  • Skill Tags: Adaptability, communication.
