
The Climate Risk and Early Warning Systems (CREWS) initiative aims to transform early warning services in Least Developed Countries (LDCs) and Small Island Developing States (SIDS). By financing targeted, catalytic investments, CREWS lays the foundations to de-risk larger programmes and scale climate resilience impact.
The CREWS 2030 Strategy sets an ambitious goal to improve access to early warning and climate services for those most at risk. To achieve its resource mobilization target of USD 168M between 2026–2030, CREWS seeks a qualified consultant to develop a comprehensive Resource Mobilization (RM) Plan. This plan will operationalize the existing RM Strategy, defining specific targets, donor engagement pathways, and implementation milestones.
The primary objective of this consultancy is to advise the CREWS Secretariat in developing and rolling out a comprehensive resource mobilization plan. The Senior Consultant will establish the building blocks for immediate implementation through initial activities and strategic engagement frameworks.

WMO regulates and facilitates free and unrestricted exchange of data and information, products, and services in real- or near-real time. This is critical for applications relating to the safety and security of society, social and economic welfare, and the protection of the environment. WMO standards and policies contribute to policy formulation in these areas at national and regional levels. The Organization plays a leading role in international efforts to monitor and protect the climate and the environment. In collaboration with other UN agencies and NMHSs, WMO supports the implementation of UNFCCC and a number of environmental conventions and is instrumental in providing advice and assessments to governments on related matters. These activities contribute towards ensuring the sustainable development and well-being of nations.
