Job Description


Background

The Climate Risk and Early Warning Systems (CREWS) initiative aims to transform early warning services in Least Developed Countries (LDCs) and Small Island Developing States (SIDS). By financing targeted, catalytic investments, CREWS lays the foundations to de-risk larger programmes and scale climate resilience impact.

The CREWS 2030 Strategy sets an ambitious goal to improve access to early warning and climate services for those most at risk. To achieve its resource mobilization target of USD 168M between 2026–2030, CREWS seeks a qualified consultant to develop a comprehensive Resource Mobilization (RM) Plan. This plan will operationalize the existing RM Strategy, defining specific targets, donor engagement pathways, and implementation milestones.


Objectives

The primary objective of this consultancy is to advise the CREWS Secretariat in developing and rolling out a comprehensive resource mobilization plan. The Senior Consultant will establish the building blocks for immediate implementation through initial activities and strategic engagement frameworks.


Duties and Responsibilities

Under the direct supervision of the CREWS Director, the Senior Consultant will:

  • Strategy Review: Conduct a thorough review of the CREWS 2030 Strategy, current portfolio, project pipeline, financing pathways, and donor intelligence to ensure alignment and identify gaps.
  • RM Plan Development: Advise the Secretariat on a resource mobilization plan to sustain engagement with existing members while proactively targeting new donors.
  • Fundraising Guidelines: Develop fundraising guidelines aligned with the CREWS 2030 Strategy.
  • Partnership Management: Recommend strategies to maintain and strengthen strategic partnerships with key funders and international cooperating partners.

Required Skills and Experience

Education

  • Master’s degree or equivalent in Economics, International Relations, Business Administration, Social Sciences, or a closely related field.
  • Note: A first-level university degree with two additional years of qualifying experience will be accepted in lieu of a Master’s degree.

Experience

  • At least 15 years of progressively responsible experience in resource mobilization, donor relations, or business development.
  • Demonstrated success in mobilizing substantial funds for international organizations or UN agencies.

Technical Requirements

  • Familiarity with early warning systems, climate change, disaster risk reduction, or the mandates of the UN, World Bank, and other climate funds.
  • Exceptional analytical skills and the ability to conceptualize complex ideas into “bankable” proposals.
  • Strong negotiation and influencing capacity.

Additional Information

  • Languages: Excellent knowledge of English (oral and written).
  • Salary and Allowances: Pay band D.
  • Duration: 30 days over a period of 6 months.
  • Travel: 1 trip included.

These activities contribute towards ensuring the sustainable development and well-being of nations.
