The IT Lead will oversee the launch and post-launch phases of a mobile application supporting taxpayers under the Ministry of Revenue (MoR) digital transformation initiative.
The role involves coordinating with government stakeholders, TBI teams, and third-party software providers to ensure successful deployment, integration, and scaling of the mobile application, while also supporting data and analytics capability development.
Key Responsibilities
- Provide technical advice and facilitation for launch and post-launch support of the mobile application pilot, including governance framework implementation.
- Lead post-pilot scoping for the next phase of the mobile application, including technical requirements, integration needs, delivery options, and cost estimation aligned with MoR capacity.
- Serve as the technical focal point between MoR, TBI, and third-party software vendors.
- Support change management, user testing, documentation, and system handover processes.
- Embed a mobile-optimized operational approach within MoR systems and workflows.
- Lead capacity building to ensure MoR ownership and long-term maintenance of the mobile application.
- Develop and implement a Monitoring, Evaluation, and Learning (MEL) system to assess mobile application impact.
- Provide technical input to the Data Warehouse Advisor on BI tools and data strategy implementation.
- Support internal capacity building and business development activities within TBI.
Core Deliverables
- Final technical requirements for the post-pilot phase of the mobile application (MoR Super App).
- Completion of technical training, documentation, and submission of impact monitoring reports.
- Successful pilot launch and post-pilot support with MEL impact reporting.
- Participation in all technical meetings including weekly project meetings, sprint sessions, and client/supplier engagements.
- Delivery of MEL reports aligned with TBI and stakeholder requirements.
Experience
- Minimum 12 years of experience in IT.
- Experience designing, launching, and managing digital services at scale (preferably national-level mobile applications).
- Experience selecting technology stacks, frameworks, and defining coding standards.
- Experience working in internationally funded programs and public sector digital transformation.
- Experience in project management and vendor/third-party coordination.
- Experience working in Agile/Scrum environments and defining technical requirements.
- Experience in government or public service digital implementation.
- Experience in Sub-Saharan Africa or Ethiopia is highly desirable.
- Familiarity with public finance and tax systems is an advantage.
