Job Description


Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger by investing in rural people. The Department for Country Operations (DCO) oversees the design and management of IFAD investments, interfacing with governments and the private sector to ensure quality and oversight.

This position is located within the East and Southern Africa Division (ESA), specifically at the Multi-Country Office (MCO) in Addis Ababa, Ethiopia. Applicants must be nationals of the country where the position is located.


Job Role

The Country Programme Analyst (CPA) is responsible for project coordination and portfolio analytics. The incumbent supports IFAD’s mandate to improve rural food security and nutrition, enabling poor rural populations to overcome poverty through capacity-building and sustainable development.


Key Functions and Results

1. Portfolio Intelligence & Data Analytics

  • Serve as the portfolio intelligence focal point for the Addis MCO (covering Ethiopia, Eritrea, and South Sudan).
  • Develop and maintain dashboards integrating project performance ratings, disbursement, procurement, and implementation data.
  • Produce monthly and quarterly analytical briefs and scorecards highlighting performance trends and risks.
  • Ensure data integrity across corporate systems (ORMS, OPEN, ICP, GRIPS).

2. Country Programme & Implementation Support

  • Enhance technical quality by supporting project design (COSOP), supervision, and completion (PCR) activities.
  • Monitor portfolio risk dynamics, identifying early warning signals such as delays in procurement or AWPB execution.
  • Provide analytical support for supervision missions, ensuring ratings are evidence-based and tracking "Agreed Actions."
  • Assist in budget preparation and monitor expenditures for the Country Office.

3. Monitoring, Evaluation (M&E) & Reporting

  • Lead M&E for the Addis MCO, ensuring logical framework quality and alignment with results frameworks.
  • Consolidate results analysis for corporate reporting, including RIDE and RMF.
  • Draft regular reports, including country portfolio reviews, half-yearly reports, and annual reports.

4. Partnership Building & Policy Development

  • Identify potential partners, development initiatives, and best practices to support CO relationships.
  • Participate in policy meetings involving government, donors, and civil society to draft reports on innovations.
  • Link ground-level realities with government policies through evidence-based data.

5. Capacity Building & Knowledge Management

  • Engage with Project Management Units (PMUs) to improve reporting quality and implementation tracking.
  • Document lessons learned and best practices to develop portfolio-level knowledge products.
  • Foster "learning loops" to align with regional and corporate analytics.

Job Profile Requirements

Education

  • Level: Advanced university degree (Master's or equivalent).
  • Areas: Rural development, agriculture, economics, rural finance, development policy, or related fields.

Experience

  • Minimum: Two (2) years of progressively responsible professional experience in development institutions or government service.
  • Asset: Experience in loan/grant administration or country programme analysis with international financial institutions.

Languages

  • Required: English (Excellent command, Level C) and the local official language(s).
  • Desirable: French, Spanish, or Arabic.

Technical Skills

  • Data Management: Proficiency in data collection, cleaning, transformation, and dashboard development.
  • Risk Management: Ability to identify liabilities and implementation risks.
  • ICT Fluency: High level of digital literacy and ability to master new digital tools (ERP, etc.).
  • Communication: Highly professional written communication for drafting position papers and briefings.
