Job Description


Background

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a non-profit, non-governmental civil society organization established in 2019 and registered by the Federal Democratic Republic of Ethiopia Authority for Civil Society Organizations (ACSO) under registration number 4748, in accordance with Proclamation No. 1113/2019.

Comprising over 190 member organizations, CECOE aims to enhance and coordinate the role of Ethiopian civil society in key areas, including election observation, civic and voter education, prevention of electoral conflicts, and capacity building for its members.

CECOE is an active participant in regional and global election monitoring initiatives and is a member of the East and Horn of Africa Election Observers Network (E-HORN), the African Election Observers Network (AfEONet), and the Global Network of Domestic Election Monitors (GNDEM). These affiliations connect CECOE with networks in more than 88 countries, strengthening its technical capacity and ensuring alignment with international best practices in election observation.


Role of Data Clerks

In preparation for the 7th General Election, CECOE plans to deploy 5,000 Short-Term Observers (STOs) across the country. To support the collection, cleaning, and analysis of data gathered by STOs, CECOE will establish an Election Situation Room operating from May 26 to June 4, 2026 (subject to change).

The engagement period will cover 8 days within this timeframe. Data Clerks must be proficient in one of the following languages; multilinguals are most welcome:

Tasks and Specific Duties

Under the direct supervision of CECOE officers, Data Clerks will be responsible for collecting and processing election observation reports from field observers. Specific duties include:

  • Receive and verify observation reports from Short-Term Observers.
  • Contact observers, using designated communication channels, to follow up on reported critical incidents.
  • Input, validate, and clean observation data within the established system.
  • Maintain confidentiality.
  • Perform any other duties assigned by CECOE within the scope of the assignment.

CECOE will provide practical training to ensure Data Clerks are fully prepared for their responsibilities.

Qualification Requirements

Candidates must meet the following criteria:

  • Education: Minimum of a diploma or bachelor’s degree in a relevant field (e.g., law, political science, information technology, statistics, or social sciences).
  • Data Skills: Basic proficiency in data management tools such as Microsoft Excel, Google Sheets, or similar software. Familiarity with data cleaning techniques is an advantage.
  • Core Competencies: Strong attention to detail, excellent organizational skills, effective written and verbal communication skills in English, and the ability to work effectively in a team under supervision.

Code of Conduct

Selected Data Clerks must comply with CECOE’s policies and maintain professional conduct.

Payment

Data Clerks will receive a gross daily remuneration equivalent to EUR 34, payable in Ethiopian Birr at the applicable exchange rate, for six (6) approved working days only, based on signed attendance sheets and supervisor verification. Applicable tax shall be deducted.

We implement our activities via a truly international, multicultural and multilingual personnel. With individuals with at least 60 different nationalities who can work in at least 30 languages we are as diverse as the electoral stakeholders we cooperate with worldwide. This native insight and our innovator spirit make us better electoral assistance implementor and helped us foster strong relationships also because we can communicate and work in many languages and therefore understand many cultures. ECES implemented, with other partners, on behalf of the EU the ERMES project, called the European Resource for Mediation Support, which was a strategic tool for the EU’s role in mediation and dialogue. ECES provided the key expertise, and the office of the project was situated within our HQ. In this context, ECES is also a proud member of the European Peacebuilding Liaison Office network, the biggest and leading civil society European platform of 50 independent organisations and think tanks from 17 European countries committed to peacebuilding and the prevention of conflict. Since 2024, ECES has been a member of the Team Europe Democracy Initiative (TED). The initiative will establish and strengthen networks among EU institutions, EU member states, think tanks, academia, civil society organisations and other like-minded organisations in democracy support, human rights and other related areas.
