Job Description


The Field-Level Project Coordinator will lead and oversee the planning, implementation, and coordination of an EHF-funded, multisectoral humanitarian project across Bidu, Erebti, and Abala woredas. The incumbent ensures high-quality integrated interventions spanning Health, Protection, and WASH components, stakeholder engagement, and strict adherence to humanitarian standards in drought-affected pastoralist communities.

Key Responsibilities

  • Program Leadership & Multisectoral Coordination: Provide technical and operational leadership across Health, Protection, and WASH activities; oversee health facility rehabilitation, medical supply provisioning, MHPSS services, child protection, GBV case management, solarization of water schemes, and hygiene promotion. Ensure mainstreaming of PSEA and safeguarding policies.
  • Monitoring, Reporting & Data Validation: Establish M&E frameworks to track integrated project outcomes, conduct routine data validation for technical and financial reports, perform field monitoring visits, and prepare donor-ready EHF progress reports and impact stories.
  • Project Management & Accountability: Ensure timely, within-budget delivery complying with donor requirements and resource management, including the last-mile delivery of medicines, dignity kits, and hygiene kits.
  • Stakeholder Engagement & Capacity Building: Represent PAD in zonal and woreda-level cluster coordination meetings with local government offices (Health, Women and Social Affairs, Water, DRMO), build capacity for frontline workers, and promote community-based accountability through accessible Feedback Mechanisms (CFM).

Educational Qualification & Experience Requirements

  • Education: Bachelor’s Degree in Management, Public Health, Psychology, Social Work, Project Management, or a related field (a Master’s degree is an advantage).
  • Experience: Minimum of 5 years of professional experience in humanitarian or development project management across Health, Protection, or WASH, including at least 3 years in a leadership or senior management position in complex, remote emergency settings. Experience in the Afar Region or pastoralist contexts is a strong asset.

Required Skills & Competencies

  • Technical knowledge of integrated health, protection, and WASH programming with strong donor reporting and proposal development skills.
  • Ability to lead multi-disciplinary teams in challenging operational environments.
  • Fluency in English and Afarigna is mandatory.
