Job Description


Since 1997, Willows International (WI) has developed and implemented the Willows Box System, a client management approach that strengthens community-level health services and improves access to tailored reproductive health information, referrals, and follow-up. Over the past three decades, WI has supported more than three million women and their partners to make informed reproductive health and family planning decisions.

In Ethiopia, WI is working with the Ministry of Health to strengthen the Health Extension Worker (HEW) program in Oromia, Amhara, and Sidama regions. The project focuses on improving client management systems, enhancing HEW effectiveness, and institutionalizing the Willows Box System to deliver personalized services, improve follow-up, and strengthen referral linkages—ultimately aiming to improve family planning and reproductive health outcomes.

Position: Finance and Admin Officer

Employment Type: Full-time (fixed-term)

Reports To: Finance and Operations Manager

Position Description

The Finance and Admin Officer plays a key role in ensuring financial integrity, accountability, and operational efficiency. The position supports financial management, budgeting, reporting, compliance, and administrative functions in line with organizational policies, donor requirements, and Ethiopian regulations.

Key Responsibilities

Financial Management & Accounting

  • Maintain accurate and up-to-date financial records using accounting systems (e.g., QuickBooks, Excel)
  • Process payments, receipts, and entries in compliance with policies
  • Conduct bank, cash, and ledger reconciliations on a regular basis
  • Ensure proper coding and recording of all financial transactions

Budgeting & Financial Planning

  • Assist in the preparation, revision, and monitoring of project and organizational budgets
  • Track expenditures and prepare budget vs. actual analysis
  • Identify and report financial variances with recommendations

Financial Reporting

  • Prepare monthly, quarterly, and annual financial reports
  • Support internal reporting and donor financial reporting requirements
  • Ensure timely and accurate submission of all financial reports

Cash & Treasury Management

  • Manage petty cash, bank transactions, and cashbooks
  • Conduct monthly bank reconciliations and monitor cash flow
  • Liaise with banks on transactions, transfers, and foreign currency matters

Administrative & Operational Support

  • Support procurement processes (quotations, bid analysis, documentation)
  • Maintain fixed asset register and conduct periodic inventory
  • Support HR administration including payroll preparation and staff records
  • Ensure proper filing and documentation of all financial and administrative records

Statutory Compliance

  • Ensure timely processing and submission of taxes, pension, and other statutory obligations
  • Maintain compliance with Ethiopian tax and labor laws
  • And other duties assigned by the supervisor

Skills and Competencies

  • Proficiency in accounting software (e.g., QuickBooks) and advanced MS Excel
  • Strong analytical, organizational, and problem-solving skills
  • High level of accuracy and attention to detail
  • Ability to manage multiple priorities and meet deadlines
  • Excellent communication and interpersonal skills
  • Ability to work independently and under pressure

Languages

  • Fluency in English and Amharic (required)

Qualifications and Experience

  • Bachelor's degree in accounting, finance, business administration, or related field
  • Minimum 10 years of relevant experience, preferably in NGO sectors
  • Strong knowledge of accounting principles, financial reporting, and auditing
  • Proven experience in diversified donor-funded project financial management and compliance

Required Skills

  • Proven experience using accounting software such as Peachtree, QuickBooks, or other ERP systems
  • Accuracy
