ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa, informed by the 2030 SDGs and Agenda 2063. This post is located in the United Nations Economic Commission for Africa, Human Resources Management Section, Administration and Conference Management Division (HRMS, ACMD). The incumbent provides experienced-level support in the administration of staff benefits and entitlements, applying established human resources rules and procedures.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for:
Administration of Contracts and Staff Movements
- Carry out on-boarding processes, process personnel actions (PA), and issue Letters of Appointment.
- Monitor contract expiration dates and process extension requests.
- Process temporary and permanent staff movements, including inter-agency agreements.
- Handle off-boarding and separation personnel actions.
- Assist staff with documentation for benefits, insurance, and separation processes.
Administration of Benefits and Entitlements
- Review and process staff benefits, entitlements, and dependent-related monitoring.
- Respond to queries on staff entitlements based on established policies.
- Process travel requests (home leave, family visit, education grant travel) in Umoja.
- Review and approve time and attendance requests (parental leave, sick leave, etc.).
- Monitor annual declarations and documentation for health/life insurance and Pension Funds.
Support to Reporting and Process Coordination
- Compile data and contribute to routine reports and tracking tools.
- Update information materials, guidance notes, and web content.
- Draft routine correspondence and provide guidance to less experienced staff.
General
- Monitor compliance with regulations through personnel action reviews.
- Collect and analyze data from Umoja to create dashboards, analytical summaries, and trend reports.
- Participate in special HR projects and ad hoc data clean-up exercises.

Education & Work Experience
Education
- Required: High school diploma or equivalent.
- Desirable: Training in human resources or administration; knowledge of UN HR rules and Umoja.
Work Experience
- Required: Minimum of seven (7) years of progressively responsible experience in human resources or administrative services.
- Note: Experience is reduced to five (5) years for candidates with a first-level university degree or higher.
Languages
- English: Required (UN Level II).
- French: Desirable (UN Level II).
