The Overall Purpose of the Role
He/she will be part of the MEAL team in pursuing the monitoring, evaluation, accountability, and learning tasks together with the MEAL Officer. The task holder is required to timely and accurately document the progress of the projects and document lessons learnt, best practices, and report by developing and implementing a sound M&E system. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to NEWA’s sub-grantees.
Responsibilities
Monitoring and Evaluation
- MEAL Assistant conducts collaborative and independent supportive supervision involving beneficiaries and other important stakeholders.
- Perform quarterly/bi-annual joint field visits to monitor project implementation, ensuring alignment with proposed plans, and submit findings to the MEAL Officer.
- Plan and ensure effective and timely program data capturing from field locations.
- Support design of data collection tools used during program implementation.
- The MEAL Assistant will ensure the implementation of minimum standards for project activities, independent monitoring against objectives and indicators, collation of success stories, production of best practices, learnings, collation and analysis of project participant’s feedback, baselines and evaluations, etc.
- Project design phase: The MEAL Assistant will work together with the MEAL Officer on the needs/contextual analysis, logical framework, and theory of change development.
- Project planning phase: The MEAL Assistant will ensure MEAL Systems Development for each project which includes MEAL plans, minimum quality standard monitoring checklist, project reporting format, and other data management tools for NEWA’s programs and projects.
- Project implementation: Work collaboratively with program staff to implement the planned MEAL activities within the allocated budget and time period. The MEAL Assistant follows the execution of the MEAL implementation plan, quantitative and qualitative data collection instruments, etc.
- Project evaluation: In line with donor/project requirements, facilitate/conduct either internal or external evaluations including Baseline/Endline survey. Draft required tools for the evaluations which include baseline, midterm, and endline tools.
Data Management & Reporting
- Ensure each project has clear indicators (definitions and measurements) for project objectives, have clear units (individuals, households, groups, institutions, communities, etc.) for analysis, appropriate method, and sources of data.
- Quality Data Collection: Collect high-quality monitoring data through field visits and IPTTs, ensuring that findings are organized and communicated effectively to the MEAL unit.
- Utilize the existing NEWA output monitoring tool, data sets (including attendance sheet in soft copy), or develop reporting templates to facilitate the aggregation of information across programs and maintain an effective information database.
- Responsible for data storage and ensuring proper data archiving of all reports regarding project activities.
- Maintain all documents relating to the program’s activities and send an accurate report of the program’s activities to his/her supervisor.
- Support M&E Officer in the compilation of Monthly, Quarterly, Biannual, and Annual M&E reports through provision of timely, accurate, and updated data.
Data Analysis and Feedback
- Analyze and discuss monitoring data findings with the program team to inform project adjustments and improvements.
Learning and Knowledge Management
- Ensure documentation of project learning and sharing efforts through success stories, outcome harvesting, case studies, formal project meetings, monthly/quarterly reviews with project team and external stakeholders.
- Strengthen and/or establish systems to capture, store, and share knowledge. This may include SharePoint or databases where reports, evaluations, and lessons learned can be easily accessed by all staff.
- Facilitate/conduct periodic project performance reviews with Program/Project engaging key stakeholders to discuss project progress, lessons learnt, challenges faced, and potential solutions within the planned period.
Qualification
- BA/MSc in Gender Studies, Sociology, Social Work, Development Studies, Management, Economics, or other related Social Science studies.
- At least 2-3 years of experience working directly on MEAL and extensive knowledge of M&E, quantitative and qualitative data collection, analysis and reporting, and/or other aspects of M&E.
- Experience in data visualization, digital data collection & analysis using SurveyMonkey tool, KoboToolbox, ODK, etc.
- Year of graduation: From 2013 to 2015 Ethiopian Calendar.
Requirement Skill
- Quantitative & qualitative data collection and analysis.
- Preparation of M&E analysis reports on achievements and challenges related to monitoring & evaluation.
