Job Summary

The SRH Next Alliance Officer is responsible for day-to-day planning, coordination, direct implementation, monitoring, documentation, and reporting of SRH Next Alliance activities at the assigned duty station and zonal level. The Officer focuses on Outcome 2 – Demand Creation (peer education, community awareness, youth engagement) and Outcome 3 – Enabling Environment (advocacy, community–duty bearer engagement, system strengthening). The role ensures activities are implemented on time, within budget, with sound financial management, and in line with safeguarding, accountability, and reporting standards.

Key Responsibilities

Programme Planning & Implementation

• Prepare and follow daily, weekly, monthly, quarterly, activity term of references, and annual activity plans.
• Contribute to annual plans, DIPs, and quarterly work plans.
• Directly implement approved activities at zonal, town, woreda, and community levels.
• Coordinate with health offices, schools, youth and women groups, and community leaders.
• Support youth-friendly SRH services, referral linkages, and survivor-centered programming.
• Conduct regular field visits and follow up on action points.

Demand Creation & Peer Education

• Coordinate SRH peer education for adolescents and young people.
• Support recruitment, training, coaching, and follow-up of peer educators.
• Organize youth-focused awareness sessions, dialogues, and educational activities.
• Facilitate community awareness on SRH and related rights.
• Address harmful social norms, misinformation, teenage pregnancy, child marriage, and FGM.

Advocacy & Enabling Environment

• Lead zonal, woreda, and community-level SRH advocacy campaigns.
• Engage government offices, health facilities, community leaders, and duty bearers.
• Support Champions of Change and intergenerational dialogues.
• Facilitate youth–duty bearer dialogues and accountability platforms.
• Support evidence-based advocacy using project data and community feedback.
• Document advocacy achievements, commitments, and lessons learned.

Representation in Clusters & Local Platforms

• Represent SYHLA in woreda and zonal health, SRH, GBV, child protection, youth, gender, education, and NGO/CSO coordination forums.
• Participate in clusters, technical working groups, task forces, and alliance platforms.
• Share updates and feedback between SYHLA and local platforms.
• Build and maintain strong relationships with local authorities and partners.

Monitoring, Reporting & Documentation

• Maintain daily activity records, attendance sheets, and required financial documentation.
• Submit weekly, monthly, quarterly, biannual, and annual reports.
• Support MERL/MEAL activities: data collection, verification, analysis, and learning.
• Document success stories, best practices, challenges, and lessons learned.
• Ensure data are disaggregated by sex, age, and other relevant categories.

Finance & Program Collaboration

• Develop activity-based budgets with implementation plans.
• Prepare timely budget requests and monitor expenditure against approved budgets.
• Coordinate with Finance and Admin on advances, settlements, and documentation.
• Participate in monthly and quarterly budget reviews.
• Ensure efficient and cost-effective use of project resources.
• Track budget utilization and report variances to the Project Coordinator.
• Support financial forecasting for upcoming activities.
• Ensure programme implementation and financial management are aligned throughout the activity cycle.

Coordination & Capacity Building

• Organize trainings, workshops, orientations, and community dialogues.
• Coordinate with project staff, implementing partners, and government stakeholders.
• Participate in project reviews, monitoring visits, and partner meetings.
• Strengthen collaboration with research institutions, universities, and technical agencies.
• Provide coaching and mentoring to peer educators and community volunteers.

Safeguarding, Gender & Inclusion

• Comply with SYHLA and PIE safeguarding, PSEA, and Code of Conduct policies.
• Promote gender equality, youth participation, disability inclusion, and community engagement.
• Apply do-no-harm and conflict-sensitive approaches.
• Maintain confidentiality and ensure informed consent during data collection.
• Report safeguarding and protection concerns through established procedures.
• Successful candidates will undergo police vetting and reference checks, and commitment to safeguarding and PSEA (Protection from Sexual Exploitation and Abuse) is mandatory.

Required Qualifications

Education

• Bachelor’s or Master’s degree in Public Health, Reproductive Health, Gender Studies, Sociology, Social Work, Psychology.

Experience

• Minimum 3–5 years of relevant experience in SRH, youth programming, community engagement, advocacy, gender, or development programmes.
• Strong knowledge and experience in SRH, SRH advocacy, and peer education.
• Experience in project planning, direct field implementation, and activity-based budgeting.
• Knowledge of SRH/GBV policies, strategies, and frameworks.
• Understanding of teenage pregnancy, child marriage, and FGM.
• Experience in financial management, including budget preparation, procurement, payment, expenditure monitoring, and financial reporting.
• Experience working with government offices, community structures, youth organizations, and CSOs.
• Experience in monitoring, reporting, and documentation.

Languages

• Excellent written and spoken English and Amharic.
• Knowledge of relevant local language is essential.
• Ability to communicate effectively with local communities.
