Tiko Africa is a non-profit organisation founded in 2014, dedicated to empowering adolescent girls and young women (AGYW) aged 15–24 in low-income communities. Our work focuses on improving the sexual and reproductive health (SRH) of AGYW in Sub-Saharan Africa, addressing the “Triple Threat” of early pregnancy, HIV, and sexual and gender-based violence (SGBV).
In Ethiopia, Tiko partners with private franchised and non-franchised health facilities, public health facilities, and local government authorities (AACAHB and HCHD). Tiko Africa seeks a qualified consultant to conduct routine, systematic Data Quality Audits (RDQAs) and facilitate Strategic Data Review Sessions at Tiko-supported health facilities in Addis Ababa and Hawassa.
Scope of Work
- Coordination and Joint DQA Participation: Work with Tiko and local government authorities to facilitate and participate in joint on-site RDQA activities.
- On-Site RDQA Execution: Conduct full on-site processes, including data extraction and comparative verification between the Tiko platform and official primary source registers (HMIS).
- Root Cause Analysis and Action Planning: Identify the root causes of discrepancies (e.g., staff attitude, transcription errors, or intentional falsification) and develop corrective actions.
- Reporting: Submit compiled raw data and clean datasets, along with a Detailed Comparative Checks Report documenting all variances.
- Follow-Up: Conduct structured post-RDQA follow-ups to ensure action points are addressed.
- Support for Facility Data Review Sessions: Support quarterly sessions with facility staff to present performance trends and link QA findings to Facility Improvement Plans (FIP).
Objectives of the RDQAs
- Verify accuracy of reported data against national HMIS tools.
- Identify gaps and drive continuous performance improvements.
- Ensure previous action points are fully addressed before the next cycle.
Deliverables
Project Inception (By June 4, 2026)
- Inception Report (.ppt slide deck) including team structure, work plan, risk matrix, and government engagement strategy.
Monthly RDQAs & Follow-ups (By the 25th of every month)
- Final Cleaned Dataset (Tiko RDQA tools).
- Individual Facility Reports (Variances & Root Causes).
- Action Point Tracker (Closed, Pending, and Overdue items).
Quarterly Data Review & Systemic Analysis
- Quarterly Facility Data Review Report.
- Quarterly Strategic Insights Report highlighting cross-division patterns and systemic gaps.
Technical Requirements
- Experience conducting routine data quality audits for NGOs in the health or M&E sector in Ethiopia.
- Strong local presence in Addis Ababa and Hawassa.
- In-depth knowledge of Ethiopian FMoH HMIS/DHIS2 tools and registers.
- Familiarity with digital data collection tools (e.g., KoboToolbox, ODK, SurveyCTO).
- Submission must include: Detailed activity plan, CVs of key staff, and at least three client references.

- Duration: June 2026 – December 2026 (possible extension).
- Coverage: Tiko-participating health facilities in Addis Ababa and Hawassa Cities.
