Job Description


Main Purpose

Under the supervision of the HR Manager, the Senior HR Officer is responsible for leading the implementation of HR management guidelines and procedures across the full human resource cycle. The role provides advice, training, and hands-on support to staff and managers on employee relations matters including performance management, goal setting, disciplinary actions, and grievance handling. The position promotes a positive organizational culture while ensuring efficiency, compliance, and value for money in HR and administrative processes. It also ensures accurate management of employee records and administration of staff benefits such as leave, medical insurance, pension, and related documentation, while supporting HR strategy development and implementation. The role additionally supports logistics and administrative functions to ensure services are delivered in line with organizational policies and expectations.

Duties and Responsibilities

  • Ensure compliance with organizational procedures, local laws, and HR regulations.
  • Manage smooth employee onboarding, induction, and exit processes with proper documentation.
  • Support and represent HR in recruitment processes and ensure best practices in selection.
  • Ensure HR policies and procedures are understood and followed by staff, volunteers, interns, and consultants.
  • Maintain accurate and updated employee records in line with data protection policies.
  • Handle confidential and sensitive HR information with discretion and professionalism.
  • Prepare payroll input data and ensure accurate and timely processing.
  • Manage staff movements including transfers, recruitment, demotion, and termination in line with HR policy.
  • Develop and implement effective onboarding and exit procedures.
  • Provide guidance on staff benefits, taxation, medical and accident insurance.
  • Facilitate medical and accident insurance claims processing.
  • Ensure compliance with national labor laws across HR operations.
  • Collect and compile performance appraisal and annual review data.
  • Support HR Manager in addressing new regulations and urgent HR issues.
  • Support internal and external audits and project closure activities.
  • Assist in preparing weekly, monthly, and quarterly HR reports.
  • Serve as IT focal person for HR digitalization and record management systems.
  • Support logistics and liaison activities and guide administrative support staff.
  • Uphold safeguarding standards and report any concerns in line with organizational policy.

Education

  • Bachelor's degree in HR Management, Business Administration, Law, or related field.

Experience

  • Minimum of 6 years of progressive HR experience including supervisory or senior-level roles.
  • Good understanding of administrative and logistics functions.
  • Experience in NGOs/INGOs or international organizations is an advantage.
  • Interest or exposure to humanitarian work is preferred.

  • Ability to work effectively in a team environment.
  • Ability to support and supervise administrative functions.
