Position Title: Senior Project Officer (IBG)

Organizational Context and Scope
Under the overall supervision of the Programme Officer (IBG), the Senior Project Officer (IBG) will support the strategic, technical, and operational coordination of Immigration and Border Governance (IBG) projects in Ethiopia. The role focuses on the counter-smuggling programme and synergistic initiatives within the IBG portfolio.
IOM Ethiopia collaborates with the Government of Ethiopia (GoE) through four main pillars:
- Governance Framework Pillar: Laws, policies, and SOPs.
- Human Resource Development Pillar: Training strategies and delivery.
- Operational Improvement Pillar: New systems and technologies.
- Cross-Border & Regional Coordination Pillar: Stronger cooperation in border management.
Responsibilities
- Implementation: Support strategic and operational implementation of IBG projects, particularly counter-smuggling efforts.
- Coordination: Serve as the focal point for legal frameworks, inter-agency coordination, SOP development, and technical working groups.
- Government Liaison: Engage with senior counterparts from Immigration, Police, Justice, and Trade authorities.
- Technical Support: Coordinate consultative processes for validating referral frameworks and technical tools.
- Monitoring & MEAL: Act as the focal point for Monitoring, Evaluation, Accountability, and Learning (MEAL), tracking indicators and ensuring data integrity.
- Capacity Building: Support quality assurance for national trainings, workshops, and technical exchanges.
- Integration: Align activities with the wider portfolio (MIDAS, border infrastructure, legal identity, and API/PNR).
- Cross-cutting Priorities: Integrate gender equality, diversity, inclusion (DI), protection mainstreaming, and PSEA into all activities.
- Reporting: Contribute to donor reports, briefing materials, and operational updates.
Qualifications & Experience
Education
- University degree in Political or Social Sciences, International Relations, Law, Migration Studies, Public Administration, Security Studies, Criminology, or a related field with five years of relevant experience; OR
- High School diploma with at least seven years of relevant professional experience.
Experience
- Project coordination in migration management, border governance, or law enforcement.
- Engaging with senior government officials and inter-agency structures.
- Developing SOPs, policy frameworks, or institutional coordination mechanisms.
- Drafting strategic documents, briefing notes, and reports.
- Knowledge of Ethiopian geographical border areas is a significant advantage.
