Global MEL Team
The Global Monitoring, Evaluation, and Learning (MEL) Officer will be part of the Global MEL team in New York and work towards strengthening methods and protocols around project design, management, monitoring, and evaluation to ensure practices generate evidence of impact.
Job Summary
The Global MEL Officer will lead the design, implementation, and integration of Monitoring, Evaluation, and Learning (MEL) systems for countries without dedicated M&E staff, ensuring alignment with Orbis’s global standards. The role involves strategic guidance in adapting MEL frameworks, addressing data quality challenges, mentoring country MEL managers, and contributing to global MEL initiatives to drive organizational impact.
Location
Working remotely (Preferred location: Bangladesh, India, China, Mongolia, Peru, Vietnam, Ethiopia, Ghana, South Africa, or Zambia).
Reporting & Working Relationships
The Global MEL Officer reports to the Technical Advisor, MEL and collaborates closely with the Global MEL team, Country M&E Managers, and Country Program/Project Managers across Africa, Asia, Latin America, and the Caribbean.
Essential Job Functions / Key Areas of Responsibility
1. M&E System Design and Integration
- Lead the design, setup, and implementation of MEL frameworks for countries without dedicated M&E staff (e.g., Vietnam, Mongolia, China), ensuring alignment with Orbis’s global system (Spectrum).
- Provide leadership in adapting strategies to local contexts while maintaining global standards.
- Ensure the incorporation of global projects into country portfolios, aligning with donor requirements and driving integration across regional projects.
- Develop tailored data collection and monitoring tools to measure progress and impact effectively.
- Support the integration of MEL processes into Spectrum and global reporting systems.
- Lead comprehensive evaluation strategies to support learning, accountability, and continuous improvement.
2. Cross-Regional Collaboration and Capacity Building
- Mentor and support country MEL managers and program staff to enhance capacity and promote cross-regional learning.
- Facilitate knowledge-sharing to ensure lessons learned are incorporated into regional MEL designs.
- Provide technical assistance and training to strengthen MEL skills, tools, and processes within regional teams.
3. Global MEL Initiatives and Reporting
- Participate in global initiatives, including Value for Money assessments, Annual Program Impact Reports, and global outcomes tracking.
- Refine global MEL tools, frameworks, and methodologies for consistency and quality.
- Collaborate on cross-regional learning to improve MEL practices and organizational impact.
- Provide technical support for the use of the Orbis Spectrum system to ensure timely project reporting.
Qualifications & Experience
- Education: Master’s degree or equivalent in Public Health, Statistics, Economics, International Affairs, Social Science, or International Development.
- Experience: Minimum 5 years of experience in managing M&E systems for INGOs. Experience in public health or eye health care is preferred.
- Technical Knowledge: Proficiency in quantitative and qualitative methods, M&E planning, evaluation processes, data use, and data visualization.
- Regional Context: Experience working in Africa, Asia, or Latin America and the Caribbean is advantageous.
- Software: Working knowledge of Excel and statistical software (e.g., Epi Info, SPSS, STATA).
- Data Management: Proven experience in developing project databases (Excel, Access) and leading project evaluations or surveys.

- Communication: Ability to convey complex data simply; excellent oral, training, and writing skills for reports and guidelines.
- Organizational: Ability to manage multiple assignments and competing priorities.
- Work Style: Proactive and open-minded; able to work independently and in team-based environments, both in-office and remotely.
- Intercultural: Respect for cultural differences and ability to work with diverse stakeholders. Multilingual skills are a plus.
- Travel: Ability to travel internationally up to 20% of the time.
