Job Description


Result of Service

Finalize the Panel’s interview report and prepare the selection memo. Support onboarding of MIF fellow, in coordination with the HR Partner. Work with the ECA division focal point for ECA fellows recruitment, receive applications, conduct preliminary assessment of candidates, prepare long/short list for review. Provide back up support for the RPMS system and transition of recruitment processes to the SSG project.

Work Location: Addis Ababa

Expected Duration: 9 months


Duties and Responsibilities

ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa, guided by five strategic directions including advancing macroeconomic policy, innovative financing, and regional integration. As part of this mission, ECA partners with the Mo Ibrahim Foundation (MIF) to promote leadership development through a practical fellowship for young African professionals.

The Human Resources Assistant will be based in the Recruitment Services Unit (RSU), HRMS, providing administrative and technical support for the recruitment of the Mo Ibrahim Foundation Fellows and other affiliated personnel.

I. Recruitment Management (MIF Fellowship)

  • Inbox Management: Review the RecruitmentPPost@un.org inbox for English and French applications.
  • Eligibility Screening: Evaluate applicants against minimum requirements (age limit, degree, citizenship of African member State).
  • Communication: Send standard email acknowledgments to all applicants.
  • Record Keeping: Create and manage spreadsheets for ineligible/incomplete applications and detailed logs for eligible candidates.
  • Document Organization: Set up OneDrive/MS Teams folders for each candidate, containing PHPs, recommendation letters, and degrees.
  • Panel Coordination:
  • Support the Panel in identifying the top 10 candidates for MIF review.
  • Facilitate the interview process for the top 3 candidates selected by MIF.
  • Finalize interview reports and selection memos.

II. Fellowship & Consultant Support

  • ECA Fellows: Work with division focal points to receive applications, conduct preliminary assessments, and prepare long/short lists.
  • Project Support: Assist with the engagement and reporting of consultants for the Google-funded project: “Advancing Data Integration, Innovation, and Capacity in Africa.”
  • Onboarding: Support the onboarding process for MIF fellows in coordination with HR Partners.

III. Systems & Transitions

  • Provide backup support for the RPMS system.
  • Assist in the transition of recruitment processes to the SSG project.

Qualifications and Special Skills

Education

  • High school diploma is required.
  • A first-level university degree or higher is an advantage (and reduces the required years of experience).

Experience

  • Minimum 5 years of experience in human resources management or administrative services (reduced to 3 years with a university degree).
  • Required: Specific experience in the recruitment of affiliated personnel.
  • Desirable: At least 1 year of experience in data analytics or a related area.

Languages

  • Required: Fluency in oral and written English.
  • Advantage: Knowledge of French or another official United Nations language.
