Join Our Mission:

We are looking for a Senior Human Resources & Administration Officer to support our Arbaminch Program Location. This role is pivotal in ensuring effective HR management, staff wellbeing, and smooth operational services.

Key Responsibilities

Planning and Organizing

  • Plans and prepares budgetary requirements for HR, procurement, and general services.
  • Leads preparation of program location yearly HR plans and monitors financial performance.

Staffing, Recruitment & Selection

  • Manages vacancy announcements, assessment tools, interviews, and job offers.
  • Facilitates employee onboarding, intern placement, and exit procedures.

Learning and Development

  • Supports co-worker learning planning, implementation, and evaluation.
  • Ensures all staff are trained on Child and Youth Safeguarding and Code of Conduct regulations.

Performance Management

  • Follows up on individual work plans and mid-year reviews.
  • Collects and compiles PAT reports and organizes capacity-building training.

Compensation and Benefits

  • Administers salary, medical, insurance, and other entitlements.
  • Ensures compliance with government statutory regulations and labor laws.

Payroll and HR Information Management

  • Manages monthly payroll and prepares reports for income tax and pension.
  • Maintains accurate HR databases (headcount, turnover, new hires).

Co-Worker Relations and Services

  • Manages grievance resolution and disciplinary measures fairly and consistently.
  • Provides interpretation and advice on HR policy and local employment law.

Procurement and Logistics

  • Manages the full procurement cycle (RFQs, bid analysis, purchase orders, and GRNs).
  • Maintains an up-to-date supplier database and ensures policy compliance.
  • Coordinates lodging, transportation, and vehicle logbooks/maintenance reports.
  • Liaises with government offices and stakeholders to facilitate organizational business.

Our Ideal Candidate

Essential Requirements (Must-Have):

  • Education: BA degree in Human Resources Management, Administration, or Management.
  • Experience: Minimum of 5 years in mid-senior HR and Administration roles.
  • Proven track record in recruitment, payroll, employee relations, and compliance.
  • Solid experience in office operations, procurement, and logistics management.
  • Strong understanding of Ethiopian local labor laws and conflict resolution.

Desired Assets (Nice-to-Have):

  • Experience working in an NGO environment.
  • Proficiency in HRIS platforms (D365, iCIMS) and procurement software.
  • Ability to contribute to HR strategy and organizational culture development.
