Job Purpose
The People & Culture (P&C) Business Partner plays a crucial role in the execution of Human Resource activities for WFP projects and others in the Gambella region or other locations. Reporting administratively to the FCO Lead and technically to the P&C Manager-Grants, this role delivers integrated HR solutions, including workforce planning, performance management, talent transformation, and digitalization. The incumbent will encourage innovative People Management and Organization Development tools to facilitate the delivery of "Our Promise."
Major Responsibilities
Staff Recruitment, On-boarding, and Orientation
- Coordinate and drive recruitment processes (JD development, advertisements, short-listing, and interviews).
- Follow up on reference checks and support hiring managers.
- Ensure new staff are fully oriented on WVE policies, technical job aspects, and expectations.
Staff Development and Workday System Management
- Identify and recommend learning and development opportunities for project staff.
- Ensure all reporting lines are accurately updated in the Workday system.
- Timely review and approve medical claims and follow up on the system clearance process.
- Collaborate with managers to ensure completion of all mandatory trainings.
People & Performance Management
- Proactively manage performance counseling, staff grievances, and disciplinary issues.
- Focus on building manager competency and ensuring proper documentation at all stages.
- Act as an impartial mediator in disciplinary procedures, ensuring compliance with legal and labor regulations.
- Support managers and staff through the routine performance management cycle.
People Well-being & Organizational Culture
- Lead people well-being initiatives and plan team-building exercises.
- Coordinate staff social events and organize recognition platforms.
- Foster a professional, collaborative culture of idea-sharing across departments and sectors.
Required Qualifications & Experience
Education & Certification
- Required: BA in Management, Human Resources, Business Administration, or Public Administration.
- Preferred: MBA, MPM, or MPA; Professional membership of a relevant HR body.
- Training: Experience in Workday (or similar HRIS), HEAT/SRMT (security training), Enterprise Risk Management, and Adult Safeguarding.
Professional Experience
- 4–6 years of experience in HR Business Partnering or a related specialist role.
- INGO experience working in field operations and hardship locations is essential.
- Strong consultation, mediation, and coaching skills with the ability to influence senior leaders.
- Thorough knowledge of human resource management practices and local employment legislation.
- Excellent written and oral communication skills in English.
